Business Overview

We are launching a new organization with enhanced planning capabilities to maximize the marketing results of the Rakuten Insurance Group (Rakuten Life Insurance, Rakuten Non-Life Insurance, and Rakuten Pet Insurance). We are seeking a leader to serve as the head of this department, responsible for everything from establishing the organizational framework to strategic operations.

Our group leverages the vast big data and technology of the Rakuten ecosystem to provide insurance solutions optimized for each individual customer. In this role, your primary mission will be to design a new standard for the planning organization while maximizing the use of these robust assets, evolving it into a “proactive and strategic organization” that drives business growth.

This key role goes beyond mere production and operational management; it involves overseeing everything from data-driven strategy development to execution, and playing a pivotal role in driving the growth of the insurance business through “programming.”

Position Details

Overseeing website development and operations for the Rakuten Insurance Group, as well as implementing fundamental organizational reforms and fostering talent development.

- Organizational Development: Redesigning business processes, improving productivity through the implementation of AI tools, and optimizing role allocation.

- Strategic Planning: Renewal and Developing content strategies based on data analysis, and formulating and executing UI/UX improvement initiatives.

- Governance: Establishing a quality control system for outsourced operations, ensuring strict compliance with laws and regulations, and enforcing brand guidelines.

- Leadership: Fostering a culture of “thinking independently, making proposals, and taking action,” and developing the next generation of leaders.

Work Environment

Organization Department

- Structure: One department head overseeing two sections

- Staffing: 11 full-time employees (including 2 section chiefs) and external partners (such as temporary staff)

*This role involves overseeing multiple teams and managing resources, including external personnel.

Mandatory Qualifications:

- Organizational management experience: Experience leading a team of 10 or more people (or multiple departments) and achieving organizational goals.

- Experience implementing organizational change: A proven track record of reorganizing organizational structures, leading operational efficiency projects, and successfully developing team members.

- In-depth knowledge of production and operations: Experience directing website production (ability to lead the entire process from wireframe creation to overseeing UI/UX design, understanding front-end technologies, and managing production schedules).

- Strategic communication: Experience logically proposing initiatives to business unit heads and executive-level management and building consensus.

- Business Drive: Experience driving the PDCA cycle—from setting KPIs based on quantitative and qualitative analysis to executing initiatives and verifying results.

Desired Qualifications:

- Practical experience in the finance and insurance industry: Understanding of compliance requirements and marketing characteristics specific to financial products.

- Experience managing external resources: Experience managing projects involving production companies and temporary staff.

- Operational efficiency through AI: Experience building content production workflows using generative AI and similar technologies.

- Data analysis skills: Proven track record of improving UI/UX using Google Analytics, heatmap tools, and similar software.
